Asbestos attn the builder or others

As per my previous post, the health & safety guy went to mums today. Mum had put a temporary panel over the hole in the wall. Without even removing this panel, he decided she needed a hole new panel and the work would cost about £870. Social services are trying to get the people who moved the bed and made the hole in the first place to admit liability. This could take weeks, no doubt they will deny it, meanwhile my dad is without his carers as they won't go in until it is fixed. My mum is nearly on her knees with all the extra work she is having to do, and struggling with washing my dad, changing him etc etc. Can I reconfirm that if it is asbestos cement, we can mend it by filling the hole with polyfiller and papering over it? Will this be good enough for the health and safety people do you think? I am trying to find someone in the Norfolk area who could carry out this work fairly quickly

They are the final arbiters as far as procedure is concerned. At the foot of that page, it does clearly state the position. They are scaremongering, not out of any malice, just ignorance, I'm afraid.
Conventional filler repair is all that's needed. Anyone is allowed to do it. Papering over afterwards is even better.

Thanks builder, I did take a look at the H&S link. I even printed off the page and sent it to my mum. Social services say they can only go on the risk assessment guidelines that they have. I would like to know how this health and safety guy can know what to do when No 1. He has not checked to get the correct identification of the wall and No 2 He did not even move the panel mum put over it to see how big the hole was. We all think it is asbestos cement, but this is only what mum was told when she bought the place. I do not think anyone has ever done a proper test but I would have thought he would be the very guy to do it. I am going to have to do something myself, so difficult when you live a distance away.I shall search web sites re asbestos companys in Norfolk. May thanks again builder, common sense as always.
