Doctor? Codeine?

Visited my GP today to ask for something a bit stronger to help with muscular pain (neck, shoulder and back). He asked if the pain affected my sleep to which I replied that it didnt,,,pain only bothers me when I am awake. He has suggested that I take 2x 30mg codeine at bedtime and naproxin during the day. I'm baffled as to why hes told me to take the codeine?? Any ideas?
