society is correct...if the male has cystitis, the commonest cause being gonorrhea then although sex is possible it would spread to the female.
if the female had cystitis, the commonest cause NOT being STD, then sex would be possible providing that she was not sore around the clitoral hood.

The above assumes a heterosexual relationship.
