Ok so my brother was mad at my dad. I walked into the room where I saw him driving his nails into his arm. Then the legs. I am scared and worried for him.

I think if your brother really wanted to self harm that he would use a knife or scissors or blades rather than just his nails. Maybe he just needed to get his anger out. I do know from experience that nails DO NOT hurt as much as knifes and scissors and blades.

indeed tell your parents soon as possible. Self harming can be anything, it can be also unseen by the outside world, so the sooner he gets someone to talk to the better.
Yes, it is a form of self-harming. Hard to tell if that was a one-off response or something he does more regularly. Either way, tell your parents so they can get some help for him
He might not be 'self harming' he may just have done it that one time because he was mad, but if you are worried about him keep a close eye on him and if he covers his arms regularly maybe talk to him?
