Oh, and customer services for a voice on o2 is not any of the ones you are using. it's 4445
Go to the police - if it's who you think it is, she'll only find a new number if you block the other three. No reason why you can't shop a woman if she's breaking the law.
Boxy's right. You need to go to the police. You might be strong enough to handle this harassment but what about the next victim?
I had an abusive caller a few years ago. The number was mostly withheld presumably using 141 but on a couple of occasions they didn't use 141 and I took down the number. They were using 2 different mobile numbers. I contacted the police who said there wasn't much they could do but after that I didn't get any more calls.
It all depends what they say and do. If they use threatening language then the police will act.

Go to the police immediately. 50 calls day means this person has a serious prob and could be dangerous.
Even if there isn't much the police say they can do then at least you have it logged in case things escalate.

I can block numbers from my phone, have done so for a few un-withheld numbers such as sales calls, there was an option I could click on where the number showed up on my phone.

If she is that persistent and will just call from new or withheld numbers then you could also do with a back up plan and, having already advised the police of the issue, they can see that there is an escalating problem. Keep as many records as you can of the calls.

Is it just the calls or is she stalking you in other ways as well?
Was this ever sorted uot op?
As an aside I received a text on my landline meant for some one else
It said something like 'We're watching you XX and we will kill your sister'

It was very sinister, very creepy and I reported it to the police
They did act on the threat of violence alone
I've got to say that if the OP won't go to the police, won't consider changing their number and will go to the phoneshop "when they have time" they don't seem to be unduly worried by it. When we got some nasty landline calls, quite a few years ago, we dealt with it as a matter of urgency.
I would get a mate to ring one of the numbers from a withheld number and pretend to be the local cops and invite her in to the station for an interview under caution and tell her to bring a legal representative
