Most hermaphrodites are surgically 'corrected' at birth and the vast majority of them are turned into females. The reason for this is that it doesn't require internal operations, and is therefore safer for the child. This will be entered on the birth record, and there's no reason to assume that they can't give birth, although I've no idea whether there are any effects on sexual identity. In the west, the majority of what one might see presented as 'hermaphrodites' are actually pre-op M --> F transexuals - so called 'chicks with d*cks' (more accurately 'men with t*ts'!)
