Anyway, I think that O_G has given you good advice. It is possible that your electrical circuitry has a minor fault and is earthed to your cold water inlet pipe.

I would certainly get a qualified Electrician to check it out.

Water will cause a mild shock due to any static your body has incurred, especiallywhen wearing rubber soled shoes. Either remove rubber footwear or touch anything attached to floor to earth yourself, before wetting your hands.
