I suppose the answer is whether he would have done the same to a man sitting next to him.

I don't think it's a huge deal itself. It's more that she kept trying to stop him and he carried on anyway. Doesn't make him look good.
Your rationale shows exactly why it is so difficult for (mainly) women to be able to stop (mainly) men touching them unbidden.....and why it is difficult for them to be taken seriously when they do complain.

We am talking about an unwanted advance. Touching someone’s knee is a classic sexual entreé. So much so that it’s used as a device in films and tv progs to indicate the underlying intentions of the toucher.

I don't think its so much to do with sex directly as to do with arrogance....disrespect. In fact plain old bad manners. the sort of bad manners that says "I am more important than you...I don't have to consider your wishes or feelings"

Just like the 'racist' word it is due to over publication of the cry "sexual assault" at every given opportunity, that is causing the more serious sexual accusations not to be taken more seriously.

I don't suppose that I have worded this correctly, but I know what it means and what I am trying to get across.
No one has claimed it constitutes sexual assault AOG. It’s an invasion of privacy and an clearly, from her reaction, unwanted advance.
