What the owners of this van use it for, it was parked outside my gym this morning and at first I thought it was the google streeview but theirs have signage on.

no idea, do they acutally exist?
The things on top look like antennae rather than cameras - perhaps a mobile phone wifi hotspot - no number plates that I can see - military?
they do ! or maybe it's someone in the gym !
Or they could be loudspeakers & it's some sort of advertising vehicle?
neither it does Dave..hmmm but don't they need plates ? most odd... undercover tracking someone ?

i didn't spot the no plate thing, curioser and curiouser....

two guys did come out the hotel who looked like they had a uniform of some kind, i wasn't paying to much attention at that point, was trying not to run over the bloke who walked out in front of me...

I am guessing that this vehicle is being delivered to it's destination on Trade Plates, the plates having been locked in the vehicle whilst parked off the public highway. Trade Plates get stolen quite frequently. Fitzer is spot on, definitely emergency coverage extender.
