Council Tax On Empty Property While Inbetween Tenants

We have a house that we rent out which will have been empty for 3 months when the new tenant moves in. Last time it was empty we were not liable to pay council tax but I’m not sure if that has changed now? I keep trying to phone the council but haven’t been in a position to when the offices are open. Hoping someone can tell me please? Thank you.
