however, I've straw-polled a number of train companies; without exception they are not in favour of permitting vaping on their trains.

I think the situation should stay as it is at present; no vaping on 'planes, trains and automobiles; confined spaces where others can't escape and there isn't much through-put of air.
I'd like to see a certain amount of relation elsewhere, though.

Unless vapers (vapists?!) are going to get their own carriage, it is a totally selfish idea. I would (if I could) also ban folks from wearing cologne on aeroplanes- I had the misfortune of sharing an 8-hour flight recently with a large Spaniard who appeared to have taken a bath in Polo...! Simple consideration for others would solve it- in carriages or metal tubes, have a shower before you travel, no fags, beer or vaping, if you have to fart repeatedly, do it in the enjoyment of your own company in the loo, and keep egg butties in your bag till you arrive at your destination!
No referendum, it's not a big enough issue; but government needs to get in touch with their constituents' opinion, or get out and let them elect soneone who will.
Personally I don't think the cynical attempt to grab profit, by feeding the same habit type when society was finally realising how anti-social smoking was, should have been legal. Decades putting up with fumers only to find when the tide was turning someone without morals tried to keep folk with their fuming habit but with something different, and unknown as to what the long term affects were.
They need to be smoked out.

The whole point of e-cigarettes is simply to make money for those with no care for what their activity does to other fellow human beings who feel the wish/need to use them without care for those around them. It doesn't discourage folk from fuming, merely allows them to continue the same habit via a different method. Has no place in a civilised society.
This made me laugh, shows how stupid our MPs are. The reason given is that as vapes are not as harmful as cigarettes it should be allowed. This sets a nice precedent.
