No it isn't in my opinion.
I am rather confused here and from the OP and subsequent post, I could not convince myself that you had a blood clot ANYWHERE, as if there was a suspicion you would have been admitted and anticoagulated immediately.....and you weren't.
I am not sure what you mean by a "scan.".....that might suggest that the consultant felt that the problem wasn't on the venous side (Deep Vein Thrombosis) but on the arterial side (embolus, thrombus or narrowing) in which a Doppler might be helpful.
All very confusing and not helped by the sparse description of the "pain in your calf."
