I’m not sure what Ireland being in the EU has to do with it. You have to pay for a passport, and doctors usually charge to countersign the form and photos.
Northern Ireland is part of the UK , so no passport needed ! But Southern Ireland (The Irish Republic) is an independent country !. However you must have a verifiable way to prove your Identity . A passport is the easiest way to do this ! If we in the UK had official ID cards as most of the rest of the World does, they would be all you need to go to The Irish Republic ! ( or anywhere in the EU)
