Is It Too Late To Diagnose?

My older brother has always behaved strange since he was at an early age. He is now in his early 50. He is struggling with his life and he was chuked out by his landlord in early May of this year when Covid-19 lockdown happened.
We always think he does not have normal mental mind. He seems to have the mental ability of a 12 yrs old at most. He is coping ok at his work place, but sometimes his colleagues mistreat him and they have put washing up liquid and other things in his food.
Because the people around him always takes advantage of his child mentality.
I always think there is something wrong with him, but when I said that to the family. They all said I am the one that need seeing a Dr.
I liked to help him, but not sure what the best way to do.
Is there such a.w part of assessment he could be taken, assuming he listens to me. Are the organisation still willing to help at his current age?

- He doesn't listen to his family, that's why the bad people around him take advantage of him
- People described him as stupid and thick
- His reasoning ability is very poor
- Poor social interaction and communication. He can't even report crimes to the police when he was beaten up and threatened with a knife during the last robbery.
- When the landlord chuked him out, he didn't have the ability to get his belongings. It was not fault of his own, it was the landlord who was too scared to live with him due to Covid-19.
- He is currently being scammed by someone that my brother willing to give money every month. I know this has been happening for the last 10 years. He took out the loan to pay for the scammed via bank transfer.
We lost our parents at an early age like 6 and 7 and that's why he was not diagnosed and was neglected. But now I feel really bad that I am unable to help him.
He is going suffer when he loses his job especially with his conditions. He is not able to find another job that easily especially with his mental ability.
