I guess the boiler has a built-in controller, rather than a separate portable wireless controller?
Setting on/off times should be independent of whatever the temperature is. You just set them, and that's it.
This is the confusing bit... the boiler will come to life whenever the "set" time is reached. If the room temperature is too high at the time, then the boiler will not fire up (maybe for a short time until it recognises the high temp., but that's all.)
The usual way to check on things is to turn the room thermostat right up to max. That way the boiler just has to co-operate when a "set" time is reached. You have to be there though to turn the stat back down again.
