For your basic needs, I'd want to see a machine with 8GB of RAM, a solid state drive (which doesn't need to be very big unless you're intending to store vast numbers of video files or similar on it) and Windows 11.
If you're tempted by a laptop, and you want to keep your expenditure down to a minimum, this is what I'd go for:

(If you were using it at home, I'd add on a Bluetooth mouse. I hate touchpads!).
The Thinkpad X250 is a superb machine. (It's what I'm typing this one now!)
