My ears feel constantly blocked but no amount of holding my nose and blowing makes them clear.

If it's relaxed and open then the pressure on both sides of your eardrum is the same and there is no feeling of blockage. If the tube is blocked/congested then there might be higher pressure outside than in, or vice versa. If you can unblock the tube, then the pressure can balance and make it all feel better. If you hold your nose and blow, you may be increasing the pressure inside your eardrum and making it all feel worse: or you may be doing the right thing and it will feel better. I could go on, but I think Sqad would be better giving his advice.
I have impaired hearing in both ears and require hearing aids. The audiologists suggested ear drops based on bicarb of soda rather than oil based drops. This required before syringing in order to get a better assessment of the type and strength of my new aids. After two evenings use in both ears all was clear in my ears and the tests could be conducted satisfactorily.
