Trying To Identify An 80S Song

A bit vague I know but I am trying to identify a song that I'm pretty sure was around in the 80s.
The only thing i have is a description of the video that went with it.
It was a pretty disjointed song and the chorus featured a head on view of a roomful of short motionless male people looking straight ahead. These people would 'bounce' in time with the music - their facial feature did not change throughout.
When I say 'bounce', it appeared that they were just raising their heels off the ground at letting themselves back down.
As I said, it's a bit vague but I'm hoping that someone may recognise the song from my description.
