dying hair over already dyed hair

My daughter had a friend dye her hair light brown and put blonde streaks in it, the blonde turned out orange in some spots, she wants to go back to blonde. It's been 2 days. Is it safe to color it blonde right away. I've heard dawn dish soap lightens it, is that true? Please help.....

If it has already gone wrong once, her best bet really is to go to a good hairdresser and let them rectify it. Its not really worth the risk it may go wrong and need fixed at the hairdressers anyway and it would be much easier fixed before that. Just make sure the hairdresser knows exactly what dyes were used on the hair
