I know you are supposed to drink so many litres of water a day. But if you cannot drink that much water, would tea count towards the intake of water a person should drink daily?

In moderation tea is ok, but it�s not a good idea to replace a large amount of your water intake with tea, as tea contains caffeine which can make your body loose water.
I believe herbal teas are fine
tea and coffee count because they contain water. but as hannahjo said, they do make you lose a bit of water (diuretic) so consider (say) 250ml of coffee to be the equivalent of less than 250 ml of water.

Also it isn't necessary to drink 2 litres of water a day. that stemmed from a misunderstanding. see my answer to the question below.
