I sometimes get dry red flaky patches on my face which is a very mild form of eczema. i also get this on my scalp now and again. this only affects me a few times a year and at all other times my facial skin is flawless (therefore i dont complain when it happens). i just rub a bit of sudocreme or E45 on. maybe you should ask to see a different doctor as it may turn out to be a form of eczema or dermatitis. or maybe ask a pharmacist to have a look. if you're not happy definitely ask for a 2nd opinion.
I too would see a different doctor for a 2nd opinion. I had a few red patches on my arms and the doctor told me it was psoriasis and gave me some cream for it which didn't work. When I went back to see another doctor he diagnosed eczema, gave me some cream and it did the trick.
I was also getting flaky skin on my face and was told not to use exfoliating products as they were aggravating it. The doctor told me it was sebbhoric dermatitis and I have to use a special shampoo twice a week, but it does work and my skin is fine now.
Dianette is very good for skin problems, but I had to stop taking it as I starting to get migraines every month.

Did your doctor say anything about acne rosacea? This was the first thing I thought of when I read your question.
