windows whistling in wind

When its windy a couple of my upvc windows make a terrible howling noise .I've tried finding a source with no luck .the noise happens on both opening and fixed windows so i cant really work it out .I've tried blocking trickle holes,air vents etc to no avail , please help i'm going mad trying to work how to sort this !
