Anadin Extra is one but there are several brands available. Generic (unbranded) ones are much cheaper but not all chemists stock them. As noxlumos suggested, paracetamol and dihydracodeine is probably the 'strongest' analgesic you can buy over the counter without a prescription. Paramol should be available at most chemists but Boots own brand will cost less.
I hate taking painkillers of any sort in an ideal situation, but find Extra strength Ibuprofen effective. However, if I had a really bad headache and the offer of a deep muscle massage around my neck and shoulders I'd opt for that every time, as in my experience many headaches (apart from eyestrain and the hangover variety) are caused by poor posture and tension around the neck area.
