Pre shave lotion for electric shavers

Are these worth buying? Are they only useful when water is not available. I mean if you wash your face with soap and water and then use the shaver is it as good or better?

I don't know the chemistry, bluedolphin, but I've shaved electric for more years than I care to reveal. I wash with soap and water,dry, then apply pre-shave and shave. I get a much easier, less "draggy" shave with the pre-shave than without.
