The house next door to mine is rented out to a small family, ever since they moved in they have really brought the area down, their drive looks like a car scrap yard, the guy is doing up cars/vans and selling them on, they shout and swear at their kids, i dont see that they work, their back garden looks like a landfill site, he earns a living from doing car boot sales - i dont think they sleep, they strim their lawn at 2 in the morning, are always washing various cars in the wee small hours, they both smoke and flick their cigar butts onto my front lawn together with the cigar wrappers, i am constantly finding rubbish and car parts that have wandered onto my garden front and back ! Its driving me nuts, they constantly bang doors, rev cars, all sorts of noise always early in the morning, i have reported them to the council numerous times but they dont do anything! They are a scruffy bunch of dirty pikies, and they are making my life a misery, i had a word with the guy who was jet washing his car at 3a.m. to ask him to do it during the day and he just said "not my problem"....i have been in touch with the landlord and they told me they were moving out in June, its now September, i phoned them again and they told me it was august - but i understand they cannot just ask them to leave ??? Help, please..... i have pets, and the other evening noted that they had jet washed their drive and also a large quantity of slug pellets from their drive that ended up under my back yard gate, my dog could have ingested these...i have had enough. I have numerous pictures taken of things they have done, they put up a stupid car port shelter thing, nailed to my fence and this has wrecked my fence too !

First of all you are not allowed to run a business from home if he is doing that so speak to the Enforcement Officer in the Planning Department and also speak to him about it being untidy land. I think it would be best to continue to speak to the Landlord again and say that you are going to take further action with the Council, make him a little worried ...
Thank you Lady P Gold - I have continually reported them to the planning dept, env. health, etc etc, i thought there would be an act for littering, and as you say selling cars on, but each time the council have told me they found no evidence of selling cars from the property ! My local council are utterly useless im afraid. So looks I may be on the phone to the landlord again tomorrow, many thanks for the tips ! Much appreciated...
As well as the above excellent answers, you could get a friend to do what the council could be doing. Follow up any caravan for sale ads in the local paper. They should visit, get as much detail as possible including the price wanted. They can always say it is not quite what they are looking for. This could give you proof of the business.
If they are strimming their lawn and jet washing their car in the middle of the night, I'd also report their behaviour to the local police and keep a record of all the incidents. If they continue it may be possible to have an Anti Social Behaviour Order served on them.
What about your neighbours? Are they similarly affected? If so, you really should think about getting together and making a joint complaint. The Council might take more interest if there were several complainants, rather than just yourself.
