confused beyond belief

OK i have this problem with a guy at work, for ages now hes seemed interested in me (sayin hello, smiling and i've caught him lookin over when he thinks i'm not lookin) but i'm confused as to why he hasnt made a move so to speak e.g coming to chat to me.
He's a friendly guy as i see him chat too loads of other people including women so it cant be that hes uncomfortable around the opposite sex.
Whenever i go to speak to him he looks uncomfortable so i back off.
I'd love some opinions please, do you think hes not interested and is being friendly or what? sorry its along message.
