Using bullet points - commas or semi-colons?

I'm writing re-typing the work's handbook out and have come to a large set of bullet points... Shoul,d I use full stops at the end, commas or semi-colons? I'm inclinded to used a semi-colon.... my punctuation is usually ok, but when i do my own bullet points, i usually leave them blank at the ends.

If they're not individual sentences, but follow through to each other, then they are like a list, and should end with a comma, or semi-colon.
In either case, leaving the end blank isn't really a problem - the bullet points in themselves are acting as a form of punctuation.

The question to ask yourself is: can everyone understand my message?
Too much punctuation can often obscure the point you want to make - and a bullet point is a form of punctuation in its own right.
I never use punctuation at the end of bullet points and never use capitals to start the sentence. But as others have said, as long you're consistent and it looks good, what the heck?
