BMI doesnt take account of bone mass/muscle mass, and is based on middle framed people i.e. as if everyone was cylinder. If you are endomorphic (very muscular) or ectomorphic (naturally skinny) you are likely to be outside the standard parameters. You are probably better off trying to look at your Body Fat percentage (by hydrostatic weighing if you can!), which tends to give a more accurate idea of you, your frame and its contents.
Regardless of the facts and figures presented, it really comes down to how you feel about yourself.
