Removable denture plate following tooth extraction.

I have just had 3 teeth taken out and paid 42.20 on the NHS.
I have been told I now have to wait 2 months until the gum shrinks until I can be fitted with a removable denture plate. This will then cost me an additional 194 as the initial course of treatment only covers you for UP TO 2 months after the end the original course of treatment.
Does anyone know if this is true (the gum shrinking bit) or is it just the NHS squeezing more money out of us?
