Who's responsability is it...

Not sure if to post this in law but who is responsable for unblocking a drain.
My neighbour came round to me and borrowed my rods, to unblock his neighbour (who is polish) drain. They thanked him for it, but it sparked the question of is it their responsability?
They have a rented house and the problems have started ever since the landlord built an extenstion to the house. Now i agree it was only a short time before it woulkd have affected me but should we be doing it for them, or is it their problem or the landlords?

its the landlords. of course if you are nice/mug enough to o it, all well and good

Trouble is i know the landlord and i knew his wife but sadly she died a while ago, so he's a bit.. If you know what i mean.

It is the land owner's responsibility but if they refuse to do anything, the local authority can take the necessary action and charge back the cost of the works to the land owner. Have a chat with the drainage engineers (possibly in the Highways Department) in your local council for some advice on how to deal with this.

We had the same problem with our neighbour , when they had an extenstion put on they found out the drain had collapsed .
So it's the owners problem not the tenant .

why mention your neighbour's neighbour is Polish? I don't understand why that is relevant.
