Why are so many people drugged or drunk all the time ?

We seem to be getting a society where millions of people are drugged, or drunk (or both) for much of the time.
Two examples in the news at the moment.
The lady who allegedly let a dangerous dog into her house that then killed a young child. The prosecution alleges she had smoked cannibis AND had drunk alcohol at the time, and this was in the middle of the day (and she was looking after a young child).
And yesterday a coach driver was allegedly "over the limit" when he crashed a coach with 30 or more people on it.
And of course drinking and drugs is a huge problem in society amongst all age groups.
Many young people get sloshed in the evenings, or take illegal drugs, or both.
Drug taking at the workplace is considerd a major problem.
And I have lost track of the number of times you hear about "hit and run" drivers, and others in accidents, who were high on drugs or drink (or both).
Have we reached the stage where people have so much disposable income that that can afford to be drunk or drugged most of the time.
And is life in the UK so awful that people WANT to be drugged or drunk for so much of the time.

The makes you feel good bit is only because that addiction is being fed when indulging. A person doesn't feel good about ones self in those circumstances, lost, on a road to nowhere, who would? Nobody, not even a junkie. An addict knows they are not taking the drug but that the drug is taking them. I find it easyer to understand with anyone imprisoned within miles and miles of concrete and asphalt providing the backdrop for a permanently grey forbiding loonybin like so many housing estates. Chilling realy isn't it?
