Is leg length discrepancy common after a total hip replacement? If so is there any way it can be corrected without wearing a built up shoe? Also is it due to the incompetence of the surgeon?

It is not due to incompetence and occurs in about 12% of all these operations.
A shoe insert with the shorter leg is the usual method of correction. If the difference in length is more marked, then a built up shoe is needed.
Further surgery to correct it is not usually an option.
