It means they like you, but are to shy to do anything about it, and are desperately wanting you to notice, hence the extra long eye contact/staring/looking away, and do something about it!

maybe they just have to stare because you have a huge spot on your face/are so damn ugly, but they dont want you to see that they are repulsed so when you look, they out of respect look away?
