My friend is a blond , she wanted red and blond highlights. She got the foils put in by a professional but took them out herself, mixing the different foils against the advice of the hair dresser.When they washed it out, the one side of her hair was red and pink. With whom does the fault lie, the hair dresser or the person who took out the foils?

The fault is with the person who took out the foils (ie your friend). It is definitely not the hairdresser's fault as the hairdresser advised your friend against it. Your friend, therefore, did this at her own risk.
The fault lies with herself, if she was told not to take them out and she did then the blame is hers, no come back on the hairdresser in afraid.
