Wee spots on baby

My little grandaughter, now 13 months, had little tiny spots on her cheeks as a baby, but we thought they were milk spots. However, she is eating solids now and the spots are more red and seem to be travelling up her cheek and jaw line towards her nose. I dont like to mention this to my daughter in law. What could it be?
