Gordon Brown once said that the price of Cigarettes is too low, when the social cost of smoking is taken into consideration.

Can anyone justify Gordon Browns point?

He's talking about the indirect costs of smoking that are usually ignored when things like taxation is debated. Eg it is widely agreed that that smoking contributes �8bn and costs �3bn directly. What GB is saying is that the true cost to society far outstrips the �5bn "net gain".
