Now before you worry, I don't mean shave off your eyebrows and get them drawn on. You have colours that match your eyebrows tattooed within the hairs which gives more definition and colour (eyebrows fade/thin over years). Apparently it makes for a more youthful look. I've got mine done but to be honest I was the test case for a nurse I worked with and probably wouldn't have paid for it but she did do it well.
Depends how it's done Puddi. If it's done as part of a cosmetic surgery or indeed by some random beautician then I agree, some scary results can occur! I've actually got the top line on my eye done as well (I'm the nurses pin cushion!)
However the reason the nurse was learning how to do it was because this was just a part of the course she was doing that she needed to pass. She does medical tattooing (private as opposed to NHS alas) which means if you've had breast reconstruction, burns, penis reconstruction etc... she can tattoo nipples, veins, skin, pretty much anything that make people feel normal really... So I was in pretty safe hands. The eyebrow, eye, lip and cheek thing (not done any of the latter) is also useful for transgender patients, particularly males as it creates a softer look.

I had my eyebrows tinted recently, becausde my own are very fair, and it adds definition and colour.
The stuff they use is a mild dye and lasts for about a month before you need to have them done again.
The procedure doesn't take very long. Any makeup's removed, and what I can only desdcribe as a sort of vasaline's put round the brows to stop any dye from running down into your eyes. Then the stuff's brushed on, and taken off again pretty quickly. That's it!
