The seller's attitude to your age and ID - or lack of it - is a good yardstick to the quality of their work. Many dodgy types will stick knitting needles in your body parts and take the cash, but you want someone working with sterile equipment in a sterile environment with a good local reputation. I accompanied my eldest for its first piercing as it was under 16. Parents also have a line to walk in this - if the dear child is hellbent on this, at least help them to get it done safely by someone you can sue if it goes septic because of their manky equipment. I don't like body piercings but its important not to alienate your kids or anyone else for that matter for the sake of a little hole that will heal up if its left alone.
There is actually no legal age for body piercing being done without parental consent, although you must be over 16 if the piercing is on the genitalia. However, any establishment worth its name will insist on your being 18 before going ahead.
This is different to tattoos, where you do have to be 18.
Genital piercing is not allowed for under 16's as its regarded as indecent assault to which the client cannot legally consent (being under age) but otherwise it's perfectly legal and definitely not ABH
