If in your question you mean a cut, an injury, a place where blood or semen can enter your blood stream then the answer is yes, you are at more risk. If you mean that your penis has been circumcised, that is the foreskin has been surgically removed, then (provided the surgery has healed ok) some research has indicated that you may be at less of a risk, but this is no reason to let your guard down. It seems that an uncircumcised man can have more nooks and crannies to stretch and allow the virus in, and that there may be some lack of hygiene, although that is more a cosmetic matter as the HIV can only live outside the body for a few minutes and cannot multiply outside the bloodstream.
