Registering Child's Birth - Double-Barrelled Surnames

My SIL is expecting in November. Let's say her surname is Smith.
Her BF has the surname Simon-Tomkinson
She would like the baby's surname to be Smith-Tomkinson.
Would this be allowed? They're not married, and whilst she wants to acknowledge the BF, she would like to keep her surname, in memory of her father.
