How come scrappy doo can speak in perfect english but scooby doo cant?

It's called artistic licence.

Scooby doesn't talk a lot, but Scrappy does. If he had a speech impediment, it would slow the action down somewhat.

He was the same size as his cousin Scooby, but grey in colour with buck-teeth.

How come the Villains are so thick that they are chasing a Man and  Dog and blatantly see them run into a Cupboard and dont Twig when they come out dressed as Rickshaw Men/Barbers etc?
