I don't know what you mean by a health pension - do you mean a disability pension? Not everyone with diabetes is defined as disabled, though - and at that age you would not be far short of old age State Pension anyway. I dont think you can get both.
Yes it's a disease caused because the body doesn't produce enough insulin.

The only thing is Attendance Allowance and unless there is other health problems it is unlikely that this will be awarded.

However diabetes can lead to mobility problems and even amputation of limbs so if that is the case it might be worth going to the CAB for help and information.

But as boxtops says - health pension can really mean anything and not necessarily paid by the government.
