I don't think it is. From the BBC report:
"Ms Truss branded Ms Sturgeon as an "attention seeker" who was best ignored during the Tory leadership contest."
That's probably nearer the truth. Quite why the Prime Minister should speak to Ms Sturgeon if she has nothing to say is a little unclear. The "First Ministers" (or whatever each of them is called) of the devolved administrations have ideas above their station. They are simply administering a small number of devolved powers which were unwisely granted in the early days of the Blair government and which have caused nothing but aggravation ever since. It is ludicrous that a nation like the UK should have devolved "governments" representing such a small minority of the population (around 15% in total). Devolution needs to be reversed forthwith; then Ms Sturgeon would have no need to worry about the Prime Minister not bothering to phone her.

As she pointed out, nothing to say or not she had a call from May, Cameron and Johnson within days of each taking office.
I know Truss said she was prepared to be unpopular but why is she making such a huge effort to be so with everyone?
