Premium Phone Line HELP!

Hi guys, I have a few questions that have been spinning round my head!
I would like to set up a premium rate phone line. It is not your classic sex line but an educational line which i am looking at charging around 20-30p a min.
I would need a phone line where i can play an audio recording on repeat. Does anyone know how this works e.g. networks? equipiment? etc...
Has anyone done this before and how did they do it? Just needing a bit of advice really, hope you can help. :-) Thanks in advance Info Freak

surely it depends on what the recording is doesn't it.
