HOW do you move out? WHO do you need to contact??

I really need this information.....I am 18... I live in Cheshire but I want
to move out to a Foyer in Wales. Who do I need to contact in order to do
this?? What is the first step I need to take???
Would I be 'allowed' to move to a Foyer in Wales??
Also...would I be 'allowed' to move to another county if I chose?
Also would I have to prove that I was absolutely and totally homeless if I
wanted to move out e.g. there was no way my parents would let me come back??
Please can you provide me with any answers???
Also ...since I don't know stuff like how to cook,use public transport
etc...would I be able to live in a Foyer ok?
Please could you help me ?

usually with some foyers you need to be referred. you dont say how old you are or if you have been in the care system. you do have to declare yourself as homeless. try looking on the internet for Gwalia.com or foundation housing in wales. they may be able to shed some light for you.
