Power Plate

I have arthritis in my knees. hips and lower back so find it very hard to exercise. would a power plate work for me.

I would say swimming would be more gentle on your joints and more beneficial than a vibrating plate.
All the powerplate does is intensify the exercises that you do. So if it is painful for you to exercise this would probably make things worse.
I suffer with lower back pain and I must say a power plate really hurt my back, as suggested swimming is a much safer (if boring) option. Best of luck
