cleaning rusty chrome

I have two art deco sea shell wall lights which I am thinking of selling if I can get a buyer but they are a bit rusty, I don't know what the metal is, other 'shiny ones' on ebay say chrome but this looks really solid like steel or something, isn't chrome just a naff covering?

How do I know what it is made of and how would I clean it please,

I haven't got them to hand yet but will soon.

If it is chrome plating and the base metal is corroding then the plating will probably have pin-head blisters showing on it.

ok next time I go down to the house I will have a look and see if they have pin-head blisters thanks
If it is chrome and the rust is showing around the pin-head blisters, the best stuff for it (in my experience) would be Solvol Autosol which you can buy at any branch of Halfords or another car care/motorcycle care outlet.
WD40,and VERY fine steel wool if really corroded.
