Does anyone know if Britain is the most pro-active country within the construction industry in Europe?

Not sure what you mean by this question and you havent really set out what your criteria for pro active means. All I can advise you is that the "construction industry" is predominently made up of small firms of 5 or less people. So when you hear of government quoted statistics or that they have been speaking to the industry they usually mean a chat with Mac Alpines in the house of lords bar. If you mean do we build the most buildings I suggest you look to China.
