Bad Tenants Blacklist?

Is there any kind of national blacklist for bad tenants, to stop them renting again? References are virtually pointless when letting agents accept backhanders from bad tenants.

But I would have thought it plausible for large ownership landlords not to hold their own lists to avoid running into a 'right pain' and having to deal with them a second time. But not really what you're looking for is it. I guess all money making enterprises have their own risks one must deal with as they trigger.
