Inheriting Serps

Hope this is in the correct category...
My late husband built up a second State Pension via Serps.
I understand I can inherit 100% oh his SERPS as we were both born before the qualifying dates.
My husband paid NI continuously from leaving school age 14. (Born 1932)
I as many ladies did paid the smaller married womans stamp.
I have only ever had a small state pension, currently well under £100.
On his recent death this SERPS seems to have been ignored. My own, only, income has been made up with Pension Credit. It does bring my allowance above were it based on Serps alone.
Pension credit brings other benefits so worth more than the allowance... But my query is why has my husbands contributions been ignored. Is there something I'm missing.
